Lucas R. Woolf has been involved in the investigation, analysis, and evaluation of complex wildland fire incidents across the United States over the course of his career.

His experience spans federal law enforcement, wildfire operations, origin and cause investigation, and fire behavior analysis—providing a uniquely comprehensive perspective in both field investigations and litigation.

Professional Experience Includes:

  • U.S. Forest Service Special Agent (retired)

  • Incident Commander – National Wildfire Investigation Teams

  • Leadership roles in wildfire investigation program development

  • Author of federal wildfire investigation standards and training

  • Extensive experience in origin and cause determination and fire behavior analysis

  • Engagement in high-complexity wildfire investigations and litigation support

Unlike many experts, experience is not limited to post-incident analysis.
It is built on decades of direct involvement in wildfire operations, prescribed fire, law enforcement investigations, and national-level incident response.

Representative Experience

  • Large-loss wildfire incidents involving utility and infrastructure-related ignitions

  • Complex fire spread and behavior analysis in multi-jurisdictional incidents

  • Federal and state investigations involving human-caused wildfire origin and cause

This depth of experience allows for accurate, defensible conclusions in situations where the origin, cause, and behavior of a wildfire are heavily scrutinized.
